How to add a dormancy fee for gift certificates

I have configured gift certificates in ShopSite 10, with a 5 year expiration, per law. We'd like to charge a dormancy fee for and gift certificates that are inactive for 2 years, to be charged on a quarterly or monthly basis. Can this be done or are we talking custom programming?

There is no built in mechanism to decrement the gift certificate amount.
