International customers must enter U.S. State?

I got an order from an international customer (from England) who said that the shopping cart insisted that he choose a U.S. state from the drop-down list before proceeding. This is what he wrote:

I selected the state of Alabama, because the computer insisted that I select
a state. However, since this is an international order, and I live in the UK,
could you please ignore this and send it to (i removed the number) Vallansgate, Stevenage,
HERTFORDSHIRE, SG2 8PY, instead please.

How can I set it up so that international customers can enter the information that is pertinent to their addresses, and not U.S. addresses? Also, in the order form I got from him, Hertfordshire was NOT included (which means that he could not enter all his info, in addition to having to choose alabama!)

What am I missing here?

Essentially, you can edit the list of states to have either custom choices, or an option like "N/A", "International", etc...
