Order of Coupon being applied

Can you define the order in which coupons are applied?

A customer for us can have two coupons.

A coupon that gives a set discount which is applied to the cart when they login, and if the order is large enough Free Shipping.

The in the cart was coming out as discount first and shipping second, this was working fine.

For some reason the application of the coupons as switched with the Free Shipping Coupon first. It now uses the subtotal before the discount applies and is giving the Free Shipping when it has not reach the order has not reached appropriate level.

Under free shipping (Commerce Setup > Shipping > Free Shipping) there should be two options for calculating the minimum amount: Subtotal Total and Product Total.

If subtotal is selected then it ShopSite calculates the minimum cost after discounts, but before shipping and tax.

Selecting "Use Product Total," tells ShopSite to look at the minimum amount based on the Product total before coupons or discounts are applied.

Ignore the previous post. For some reason I was thinking Free Shipping option and not Free shipping coupon.
