Limit Free Shipping

Is there a method to which you can set a Free Shipping order minimum, but restrict it from certain users?

We have registered companies with supply agreements that receive discounted pricing and free shipping at certain levels.

We want to do a general promo of free shipping at a minimum order level, but at the published price for all other customers.

Can't afford the contracted customer getting free shipping at such a low minimum, with their pricing structure.

Want it done automatically, no coupon entry, that would not solve the issue.

There is no built in way to do that and I can't think of any workaround. Sorry but the free shipping can only be set to a certain dollar limit or using a coupon to certain products but I can't think of a way to exclude certain customers. (Unless you could put all of your registered customer's zip codes in the exclude box but that would apply to anyone from that zip.
