This is generally a file permissions or ownership issue and the settings file
it is referring to is the [storeid].aa file, that should be found in the
ShopSite CGI Directory (generally called 'ss' or 'sb').
Causes are usually:
1) Someone reset file permissions or ownership on some or all of your ShopSite
files.
2) Someone changed the user your webserver was running as.
3) Your cgi's were previously set up with special permissions to run in a
chroot'ed environment and something/someone changed the special permissions on
the cgi's that allowed that to happen so they are now no longer changing to run
as the special user.
or, if this only occurs on secure pages:
4) Your secure webserver and your regular webserver aren't running as the same
user.
