Define/restrict shipping options based on state

Version: ShopSite Manager 9.0.4

I have a customer with a need to restrict shipping options based on state due to perishable items. For example, customers within certain nearby states can select both ground and overnight shipping options, but customers outside of those states can only select overnight shipping. This is an option within ShopSite for countries, but not states.

I found a 3rd party hosting company that offers an add-on for this, but only for their customers. Is there perhaps any javascript or other code that could be inserted to accomplish this?
