ShopSite CGI error on Server 2003

Started encountering problems after the password expired on the Windows user assigned to manage ShopSite. After resetting the password, I was suddenly encountering errors with the authorization file and settings files. After replacing all of those from backups, start.cgi no longer reports those errors, but simply fails to return anything. Any insights?
