Tax based on Shipping versus Billing

How can I set up my site so tax is based on the Billing Address versus the Shipping Address if they are different? Thanks

You can't. Tax will always be computed on the shipping address.
The only way you could change that is to have it so that billing and shipping are the same by not displaying the shipping address fields.
