seeking custom shopsite developer/programmer

Hello,

I am seeking a developer for a custom shopsite application. Here are the details:

I need a custom php application that takes the customer from the shopping cart view to a page which requires a zip code to be entered. If the zip code is a New York state zip code, then the checkout page will require the choice of a county and tax rate before the customer can proceed. If the zip code is not a NY State zip then there is no tax and the customer proceeds to checkout. Now in Shopsite on this site you will see that at checkout the customer has a drop down list to choose a tax option. But NY state customers are choosing the no tax option and there's nothing to prevent them from doing that.

Why can't you just use the zip code and have different tax rates for the different zip codes in New York. You can set up a different tax rate depending on what county the zip code is in. Is there a situation where one zip code spans different tax rates? Then for any zip codes that do not match, you can have no tax.
