Is the any way to encode the COUNTRY field in billing address and shipto
address?

In some cases, different taxes apply. Even without that, it would be
easier for downstream (accounting?) systems if the data were
standardized as it would be if the COUNTRY fields were encoded in a
pulldown list, like STATE field is currently handled.
