My shopping cart was fully functional until I changed the store template via the Wizard instead of using Preferences - Layout & Color Theme. Now, the shopping cart will not add sales tax by zip code, nor will it base shipping on the cart value.
The only advice this forum and my web hosting company has been able to offer is; check the settings for both via Commerce Setup. Of course I checked these settings before asking for help.
I feel my only option now is to dump the original store and create a new one. Any advice on the best way to do this is greatly appreciated.
There should be no reason to start with a new store if those are the only two issues. All you should have to do is go to the tax and shipping settings in the back office and resetup the tax and shipping options. Note that changing the _template_ would not have reset these setting to default but just going through the wizard would have set the shipping to one of default one which would make a list of shipping options display and the tax would have been reset to shopper selected tax. If you can't figure this out and your host isn't able to help you should ask them to contact the ShopSite support staff for assistance.
