Add to Cart Error Message - Please help

On and off, when I try to add an item to my shipping cart, I keep getting this message:
Error opening new basket database file "/home/tahoemountainsports/ss-data/ip/SSMSB1207078195.32016" from "./basket.new" This can be caused if the file "./basket.new" does not exist, or if either directory path has incorrect permissions or ownership. Please alert the store owner that this problem exists.

What does this mean and what can I do about it?

This message indicates that for some reason a new shopping cart (in this case SSMSB1207078195.32016) could not be created because the file basket.new, (which is used as the basis for the new cart) could not be found/opened or you are out of diskspace/quota so the file could not be created.

This could happen in the cases mentioned in the error message but it also could be that the server is overloaded and the file is currently inuse by another process. If this is the case a faster/less busy server may help solve the problem.
