Using custom templates you can use "Include" files that contain different information for each header. So you could have some pages use one include file based on a page setting (such as custom field 1 value) and other pages use a different include file based on that same page setting value. The pages cannot however randomly change the header based on how the shopper got to the page since the pages are static html.
Note that the Shopping cart screens could include more than one header at a time but it can't switch between different headers based on any specific set of conditions like the url the shopping cart was entered from, or a logged in user, etc.
