Can the meta title tag be customized for the More Information product pages and static within the site, such as the home page and pages created for categories of products?

I'm not sure exactly what your question is. If you are using ShopSite 8.1 or later there are fields for title ( More Info Title:) and meta data ( More Info Meta:Keywords:) in the product more information section. Newer templates should be using these field on the generated more information pages. If you are creating/modifying a custom template you can format the template to put the information in what ever layout you desire.

The pages also have similar fields which will be used on the main pages such as the home page and pages created for categories of products.

So yes each could have a different format if that is your question.
