Coupon Not Applied

I have a custom who attempted to apply a coupon. and
got the 'Coupon Not Applied' message, which Shopsite
says is:

"The short text message that you want customers to see on the shopping cart screen when a coupon cannot be applied to their order. Coupons won’t be applied if the customer has not ordered the correct products or if they have not met the minimum purchase requirement."

As far as I can tell, the coupon should apply just fine.

- expiration date is in the future
- product in question is included in the coupon's product list
- there's no minimum cart value specified

We use lots of similarly created coupons and haven't seen this error.

Any ideas?
