Paypal payments under user review

Could these payments please have a special status so that we do not ship them? If we do not check our e-mail every 5 seconds or log into paypal we would assume their payment was good and ship the item. Paypal has been sending these 5 minutes after someone orders sometimes and we do not realize it has happened until it was too late but it could of been avoiced.
