Exclude from Surcharge

I have approx 10,000 products in my Shopsite store. Some of which cannot be gift wrapped. Either because of a manufacturers' gift box, gift bag, etc..

I would like to see an option in the Product Info to 'exclude from surcharge' when using Per Item with additional charge. Similar to "No Shipping Charge' option.
In addition to this the ability to display in the shopping cart, which items in the cart that have this option checked. So the customer knows which items can't be/won't be gift wrapped and that they won't be charged for that option for the corresponding items. The last option is only an afterthought and can be done with jquery/js if needed. Provided the value of the 'exclude from surcharge' is included in the shopsite code for the cart page. i.e. ss_exclude_surcharge[0]="true";
