Add support for selling digital goods into the EU

As is stands, after 1/1/2015 it will sadly no longer be possible for a business to use ShopSite to sell digital goods, if they have any customers located in the EU.

On January first, 2015, EU VAT rules change for digital goods and services. This affects all businesses worldwide who are selling digital downloads to customers in the EU. This includes programs, apps, e-books, music, images and other digital goods or services.

For B2C transactions into the EU, instead of charging a single rate of VAT according to the country where the merchant is located or registered, VAT must be charged according to the customer's country.

So a separate rate of tax will need to be charged, depending on which of the 28 EU countries the customer is in.

Apple, Amazon and others have announced that their online stores are making this change on 1/1/2015.
