Free Shipping On Subtotal Change

We have set up free shipping on a SubTotal order of 750.00 or more. We have customers with standing discount coupons. Even though [-- SC_Totals --] puts out the SubTotal at less than 750.00 after the coupon, the system still does not charge freight.

What does SS define as a SubTotal, and can we get the determination of Order Size based on after discounts.
