discount on UPS shipping

there is currently no way charge a discounted rate using UPS calculation. Most merchants do get a significant discount from UPS and it would be nice to take this into account for the customer. Either built into rates or with a coupon that would give a % discount on the shipping. The coupon would be a nice incentive.
