Your store is running Shopsite Pro 10 r7.2 which is a patched version of the original 10.0 release. Since that release there have been 4 major releases, 10 sp1, 10 sp2, 11, 11sp1 and just recently 11sp2 (linux only so far). So the version you have is about 3 to 4 years old. The videos on the website are probably all using newer versions of ShopSite. So some parts of the videos may not apply to your store.
To work with templates in version 10 You would go to Merchandising > Custom Templates. In the Includes section you could upload your CSS files and use a statement [-- INCLUDE <filename> --] where you want to include the css in your Page or product, shopping cart, search etc templates. This will place a copy of your style sheet into the generated html pages. In more recent versions, starting with 10sp1, a Publish section was added to allow css and javascript to be in a publish directory similar to how you are doing it, whch allows relative access to the css files instead of placing the code on each page. A section was added under Mercandising > Custom Templates > Includes to allow uploading and editing the css / javascript files. At publish time the files are place in a publish subdirectory of the html root where they can be accessed by relative urls which means the browser only has to download the code once instead of on every page load.
Talk to your host about getting updated to the latest version so you can benefit from all the features added since version 10. You can find a list of the new features at.
