Do I need an SSL certificate if the site will only be using paypal? Do I need to set the shopping cart to be secure or can I not have it secure (https) and no SSL since it will go through pay pal only?

You should have an SSL (most hosting providers offer a shared SSL for little or no additional fee) because many customers will be looking for the security lock on the browser or the green security color at the top of the browser, and also, because you will still be storing customer's personal information such as their billing and shipping address information.
