Add note to this order

I would like to give the customer the option to add a note to the order (for
free, not as a product).

Where can I add a text box for that in the cart? is it possible?

By default there is a note field on both the initial shopping cart
screen and the checkout screen. It's possible that in the past you have
turned these off. Check in Commerce Setup -> Order System and make sure
that the "Create an ordering instructions box" is checked (if you want
the box on the initial shopping cart screen) or the "Create customer
comments box" is checked (if you want it on the checkout screen).
