Registration Database question

I'm building a Shopsite (my first) for a client who owns a restaurant.
The customer will be able to order takeout and catering online.
Is there a way to have the registration page (the one that is required to be
filled out when placing an order by the customer) be it's own entity in the
site for other uses?
Specifically, my client wants to run a promotion to anyone willing to sign
up (register) to receive special coupon and promotional mailings and
e-mails. We will use the database compiled by shopesite for this data, but
we also want to give people an opportunity to sign up for this even if they
don't ever purchase online.
It's gonna be like a "frequent diner" program that will give them discounts,
etc.
So what I'm trying to do is add a page on the site that will let a web
visitor enter the same info as in the registration page, and then have this
info added to the customer registration database.
