global quantity discounts

I have a store where all the items are the same price (that won't likely
change individually).
Is it possible to apply quantity discounts for all items in the shopping
cart, versus the individual "Qty Pricing"?

What I mean is: I can set 1-3 purchased is 2.00 eacy, 4-6 purchased is 1.85,
etc on a per-product basis. Can that be done when a combination of 4
different items which would qualify for the 2nd level pricing?

I know it could be done with a coupon (item count=), but is there a cleaner
way?

Try the Merchandising -> Discount Schedule feature. It is global for the
contents on the cart. It allows you to set discount amounts based on
total order value, not number of products, but if your products are all
the same price, then that should be easy enough to simulate via the
order amount table.
