Selective shipping and footers

Is it possible to setup products not to be shipped to certain states?
Basically, if certain food products aren't allowed in a particular
state, could I have certain state codes output errors for that product?

Also is possible to have a footer centered on every page no matter how
the page is setup? Align - center nor colspan - center seem to work. Err.
