ShopSite handling charges?

shipping charges whether they came from the API or the built-in UPS
functions.
This behavior is new ShopSite 7-- ShopSite 6 showed the handling adjusted
charges in the shipping selector.

I don't see this problem in v7, what shipping method are you using?
