return to cart produces frame in frame

Hello,
We have a client that is utilizing the shopping cart with order anywhere.
The site is built with frames. When a product is added to the cart the main
site header loads in a frame in the top half of the browser window and the
shopping cart loads in a frame below. When the empty cart or return to cart
button is clicked it returns to the previous page however it loads the
whole page in the shopping cart frame so it looks like two pages are loaded
in the browser.
Clear as mud, eh?
It works fine in most browsers but IE 5.5 and 6.0 generate the above
results.
Have any of you come across this issue and resolved it?
