It appears to me that if a customer is using a coupon which reduces the
order total to zero, they are still required to enter credit card info. Is
there something I missed or is there a way around it?

Currently there is no way to not require some type of payment information for
an order. You might be able to implement one of the generic payment types and
not require as much information and note that if their order is $0.00 to
select that payment method but it would always be available to any customer
and you might get people using it who actually have a charge.
