Foreign countries

We are using Shopsite Manager version 6.2. When a customer in a foreign
country tries to order they are told they must select a state/province. I
have looked through the knowledge base and the only thing I can find close
to this is that if UPS validation is turned on a state is required. I do not
see anywhere in commerce setup a check box for this. I am sure I am missing
something simple but I sure cannot find it.

A selection in the State field is required, there is no setting to
change this, however if you are using the State pull-down you can add
your own options to the pull-down menu (see Commerce Setup -> State and
Country), so I would suggest adding one like 'Not Applicable' or 'No state'.

Won't the address labels still print out (without manual editing) with "Not
applicable" or "No State?" Perhaps a selection of "ignore" could be ignored
by ShopSite so manual editing isn't necessary.
