State/Province List on checkout page

In ShopSite Pro 6.3, when customers choose a country other than the U.S. or
Canada on the Shopping Cart page, they still end up seeing the
State/Province List on the Checkout page. Is this the way it's supposed to
work?

It almost appears that a customer in Germany would have to choose a U.S. or
Canadian State or Province just to complete their order, even though that
obviously wouldn't make any sense.

Yes, that is what would happen, but you can edit the state pull-down to your
heart's content, so you can add a 'No State' or 'None' option to the state
pull-down if you want.
