SSL for admin

I just finished installing an ssl cert on my server, and have set my
preferences to use ssl both for the shopping cart and for ShopSite. I can
make an ssl connection to ShopSite now, but I can also still connect without
ssl, using just http:// ...

It seems that I should NOT be able to make a non-secure connection now, and
that if I can, we have a security problem.

Do I have to restart the server after making this change? Or does it have
something to do with my apache configuration?

I'd appreciate any help anyone could provide.

I can also connect using http but the password protection is still there.
If you move to a function that requires https, the password field will pop
up. I guess the password protection is how they protect your info.
