Shipping, UPS and Truck

does anyone has a suggestion for this issue?:

i need to calculate shipping regionally for both UPS items
and very heavy items that go by truck. it would be ideal
if i could use ups integration for items that are less than 150.00,
and then calculate rates based on regions for heavier products
that will go by truck. anyone dealt with this?
