Up-charge an Order for Rush Shipping?

We'd like to be able to charge 15% MORE for an order if a customer wants Rush Shipping. Is there a
way to do this?

Either

1) set up another shipping option called 'Rush Shipping' or

2) you can use the Surcharge feature that works kind of like the product
pull-down options except it is for the entire order. So you could setup
a Surcharge (in Commerce Setup -> Order System) like this:

(in the surcharge directions field)
Shipping Preference

(in the surcharge options field)
Normal (no added fees)
Rush Shipping (add %15);*.15

Note that the surcharge is calculated from the product total pre-tax and
pre-shipping, even though it will show up in the list of amounts/charges
on the right underneath the tax and shipping options. The default label
for the dollar amount is 'Surcharge', if you want to change this it is
with the other field labels in Preferences -> Store Text (don't remember
which submenu at the moment, but probably in Shopping Cart).
