Number format problem

My problem: After upgrading from V 4.x where the format of the prices could
be set in the store preferences, I can now only set the currency and the
language under "locale".

We are running our store in german language with all navigation and shop
texts translated. The language setting is US-EN for merchant as well as for
shopper.

The currency is set to "euro". The standard number format for prices in
Germany (and most European countries) is

1.000,00 or 1.000.00 but not 1,000.00 as displayed now in our shop. Is there
any way to correct the number format?
