Verifying Foreign CC

We still manually authorize/charge credit cards. We have an order with VISA
(issued by Singapore bank) and the customer has provided the CVV2.

How can we verify the validity of the CC?

Larry,
1) Even if the CVV2 is correct the card may still have been stolen.
2) Run the card even if it's for a few $'s. If it's declined then most
likely it's ready been cancelled..
3) If not declined then address verification is what you want.
Speak to your merchant bank. Some have a service (paid per transaction)
where their telex department will Telex the bank for address verification
(this is what you really need)
If not and if the value of the order is sufficient we either:
a) call the bank ourselves or
b) ask the customer to fax a copy of the credit card and top part of the
statement showing billing address.
NOTE: Most of our fraudulent orders come from Indonesia - they try to get
the order through by using their legitimate address in Indonesia but filling
in the country as "Singapore"
