Authorize.net does not require that the password be sent on the authorization
transaction, only on the settlement transaction, so ShopSite did not use to pass
the password on authorization.
There is a setting in your Authorize.net account that configures this, something
to the effect of "require password on all transactions". If you unset this,
this may resolve.
Passing the password (if it is provided by the merchant in the ShopSite
Authorize.net config) on the authorization transaction may have been added in
the latest v5 release, 5.0.1.6, but I know for sure it was added in v6.
There are other things you can do on the Authorize.net end that can mess up the
integration with shopping carts, like change the ADC delimiters, or trying to
require certain fields that the carts do not provide, or try to require
transactions to come from your domain name (this does not usually work because
to the Authorize.net server the ADC transaction from your store usually looks
like it is coming from your HOST'S domain name).

I have checked, my host has checked, Authorize.net has checked, and we
havent been successful in getting this operational. Anybody have any ideas?
By the way my host is Lexiconn.com and I know they are very familiar with
shopsite.
