I had the same problem. As far as I know you cannot make this field a
required one, so I did the following workaround: In the ShopSite ->
Preferences - >Store Text -> Billing look for Phone Number, in the field
type something like:
<b>Phone number</b> [required information for FedEx delivery]
or something similar, this will make the customer aware of your logistic
need for the phone number. Since I have set up our cart like this, all
customers give us the phone number without the field being required
