Themes Load Error

We are running SS Pro 4.1 and no matter what I try I can not load the
themes.dat. When I try running the themes.cgi I get an error message of
"Unable to load themes.dat". We are runing on an NT 4.0 server. Would
someone / anyone tell me where the themes.dat file is supposed to be and
also what the format of the file should look like. I have found two
different versions on my server and they are using different layouts.
