we are based in Germany and have the same scenario. As far as I can see
there is no way that you can get the VAT off, if you quote prices including
VAT. Quoting prices without VAT does not make sense if you deal with end
consumers.
As we are dealing with customers from Switzerland (VAT free delivery), I
have added the information that all prices are quoted incl. 16% german VAT
and how to calculate the net price (simply divide the total by 1.16) in the
page footer of all pages. Furthermore I do explain in the order confirmation
receipt email that shippings to Switzerland are handled VAT free. We never
had any complaints and orders from Switzerland come in on a regular basis.
Obviously that works only with offline credit card processing (being not
such a bad thing with regard to the amount of orders with stolen US cc data
we do receive from Moldavia, Indonesia and Russia these days).

In the UK we are required to quote prices including VAT.
However we need to be able to remove VAT for certain
overseas customers. Is there any way we can REMOVE
VAT from the prices, within the shopping basket?
(Or do we need to start without VAT in the prices and
then add it on... ?)
