Default Sales Tax Settings

I have a problem with the default sales tax settings within the shopping
cart.

Under "Commerce Setup" "Sales Tax" I have the following:

Line 1: I live OUTSIDE of CALIFORNIA (No Tax) 0.00%
Line 2: I live INSIDE of CALIFORNIA (8.25%)

However, in the shopping cart, line #2 displays as the default selection.
The vast majority of my customers are outside of CA and if they don't select
line #1 from the drop down list, we end up applying California sales taxes
to their order. I've tried moving the order of the lines and it seems to
have no effect.

When a customer DOES select the drop down list, the lines are displayed in
the order given, however, the second item is always the default selection.

I've even tried to add a new line #1 "Please make your sales tax selection:"
and that had no effect. The new line #1 because the top line on the drop
down list and the others followed, but the new line #3 was still the default
selection.

We are running Shop Site Pro, 5.0.1.6 on a Linux system.

This problem has cropped up a couple of times on the newsgroup, here is a reply
that Jim posted to one of those that says he could reproduce this when the Text
field for the Add to Cart and View Cart buttons were empty (even though you are
using the Image field).

Don,
Your enhancement request that you sent in today points out where the
problem lies. If the text field for the add to cart and view cart
buttons is empty, because you have selected images and then deleted the
text, this problem occurs.

We will look into exactly what is happening but in the mean time the
solution is to make sure that the text portion of those fields contains
some text.
