Is ther any way to change info requirement in Shipping form

Greetings everyone,

I am lookin ways to bypass Zip code and State/Province required info rules.
As default it does not allow to leave these fields empty and asks you to
fill these info.

One more question is there any way to have "Use separate shipping address "
choice in the shopping cart screen defaulted to be checked.

**** This is an option in ShopSite Pro, it appears from looking at your cart
that you are using ShopSite Manager.
