Tax Menu

I have my tax menu set up with the "Outside California" option first and
the 0.00 value in the box. However when you add an item to your cart it
automatically defaults to the second option which is "Within Ca" and I
can't get it to select the 0.00 by default. Everything calculates
properly I would just rather the 0.00 be the default. Any suggestions?
