Free shipping with gift certificate redemption?

Does anyone have any ideas on how I could offer free shipping when a
customer is redeeming a gift certificate. For example, someone sends a gift
of a $100 gift certificate and that person spends $100 or less at my site I
don¹t want them to have to pay any shipping, handling or surcharges.

Any ideas would be appreciated.

I doubt there is a way to do this since gift certificates and shipping
are not tied to each other in any way.
