We're going to start adding a few digital download products to our store.
We're using SS Pro 7

Here's my problem. We have a payment option that doesn't require payment
named "Printable Form To Fax or Mail" which we use a lot. Unfortunately the
customer gets a download link when he selects this option - I was a little
surprised because the Customer Registration system will not save Billing
Address when this payment method is chosen, but I guess that was a different
programmer.

Anyone found a work around to prvent the DL link being generated if the
Payment Method is "pay later" ???

The existence of the download link on the thankyou screen ando/or email
receipts is not tied to the payment type at all, it is configured via
two checkbox settings in Commerce Setup -> Digital Download. The links
are either there, or not. If you have a payment type where the payment
is not instantly captured, I would suggest you not have the links on the
page, and send the download links through the button that will appear on
the Orders -> View Orders screen for an order with Digital Download
products on it. After you have received payment, of course.
