Does SS7 check to make sure a Paypal order was completed before it sends an
order receipt to the customer? I would like to include the download key in
the customer receipt, but not if it's a Paypal order and they never actually
completed the payment. I had this happen in SS6 and had to remove the key
from the receipt altogether.

Yes, ShopSite v7 will not complete the ShopSite order (and send the
order receipt) until PayPal indicates back to your ShopSite shopping
cart that the shopper completed the transaction in PayPal and the funds
are in your PayPal account.
