Handling Charges

We just recently upgraded to ShopSite 7. It seems that if we specify
handling charges, this doesn't show up in the shipping selector, but it does
show up in the shipping subtotal. This seems like a bug. Is there a way to
get the charge in the ship selector to show the final shipping and handling
price?

We're using a custom shipping API, but the problem shows up with all
shipping charges whether they came from the API or the built-in UPS
functions.

This behavior is new ShopSite 7-- ShopSite 6 showed the handling adjusted
charges in the shipping selector.
