I've created test products and a test page using the new templates. However,
the page is not displaying properly. The database tags are populating
properly, but what displays is the html code.

The SS tutorial says that templates do not have extensions. The files I
uploaded are .txt files.
What am I missing here?

The source is displaying, but it's because it's not the actual source
code... look at the actual complete source by going to view>source. For
some reason your template is not working - can you post your template??
