Custom Shipping question

I'm looking for some help working with ShopSite. We host ShopSite stores
and have a customer that has a special shipping situation.
The shipping rate is based on desintation;
inside US: 4.95 flat rate
Canada: $6 minimum, $15 maximum, 10% of total
Elsewhere: $6 minimum, no maximum, 20% of total

I have not found a way to accomodate this yet with what is built into SS 6.3
Suggestions on how to do this? Custom programming?

The thing that would get you the closest to this would be Shipping by Currency,
but instead of having percentagesfor the shipping amounts, you would just have
to enter a price for ranges, not a percentage.

If using ShopSite Pro, the Custom Shipping Add-on api feature might be a good
way to go, a programmer could write a custom module that does this type of
calculation pretty easily. Documentation for the Custom Shipping Add-on feature
