One workaround if the UPS server is unavailable is to also configure a
ShopSite shipping option (e.g. ship by weight) in addition to the UPS one.
Then if the UPS options cannot be displayed at least your ShopSite option
(such as USPS, or a generic 'Ground' will show up.)
